I have the honour to state that I have received the
following communication from the Committee for Military
Affairs:
"With the present development of international aviation
aeroplanes are constantly travelling to and fro and flights
by foreign machines over Chinese territory will necessarily
increase day by day. A provisional scheme in nine articles
has accordingly been drawn up to be complied with by foreign
aeroplanes specially permitted to fly over chinese territory.
As regards the places of landing and taking off for aeroplanes
which have been granted permission to enter Chinese territory,
we have now assigned (a) the Ta Sha T'ou aerodrome at Canton
(b) the Hai Hung Ch'iao aerodrome at Shanghai and (c) the
Hanyuan Aerodrome at Peiping.
We have the honour to inform you accordingly and to
request you to notify those concerned",
I have the honour to send Your Excellency the scheme
in nine articles for your information.
